how do you use cartwheel coupons?

Ok, I am confused. When I went to Target I was told that I could only redeem one Target coupon per day. I didn’t think that sounded right and asked to speak to a manager. I was told that was correct, that Target was now only accepting one Target coupon per person per day. I had a copy of the coupon policy with me, but was told by the manager that the coupon policy was up to the discretion of the store manager and he was only allowing one Target coupon per cust/day. Am I crazy? Has anyone else run in to this situation?
